CMA Market Investigation into Veterinary Services

In May 2024, the Competition and Markets Authority (CMA) launched a market investigation into the provision of veterinary services for household pets in the UK. In early 2025, the CMA published a series of working papers highlighting ongoing concerns about rising costs, limited options for consumers and increasing consolidation in the sector. The initial investigation revealed that a significant proportion of veterinary practices are now owned by a small number of large corporate groups, which has raised further questions around pricing transparency and the ability for pet owners to make informed choices.

Following these initial findings, the CMA published its provisional decision report in October 2025 and suggested several steps to enhance transparency and boost competition. These include requiring veterinary practices to public clear pricing information for common treatments and services, making ownership structures more visible to consumers, and ensuring that referrals and product recommendations are made in the best interest of pets and their owners.

The CMA has consulted widely with pet owners, veterinary professionals, charities and industry bodies. The final report, expected in early 2026, will help shape policy recommendations and potential changes to industry regulations, with the ultimate aim of safeguarding animal welfare while ensuring that veterinary care remains accessible, fairly priced, and competitive.
