Minor Breach of NOAH Code of Practice for the Promotion of Animal Medicines by Zoetis UK

The NOAH Code of Practice Committee convened in September 2025 to assess a complaint under the provisions of the NOAH Code of Practice for the Promotion of Animal Medicines for Case 304/07/25.

The complaint was brought against Zoetis UK regarding promotional claims made in reference to Solensia®, a monoclonal antibody therapy treatment, authorised for use in pain management due to osteoarthritis, in cats.

After thorough review, the Committee concluded that a post-prescription leaflet for pet owners contained a minor breach of Clause 4.3(ii) of the Code of Practice, where the content was deemed by the Code of Practice Committee not to meet the requirement to be ‘balanced’.

NOAH remains committed to maintaining high standards in the promotion of animal medicines. The Code of Practice is a cornerstone of industry self-regulation, and NOAH member companies voluntarily adhere to its provisions to maintain public and professional trust.

A summary of the case and a signed Undertaking from Zoetis UK will be published on the NOAH website in accordance with the Code’s transparency requirements.

A Promotion of Animal Medicines must:

(i) be fair;

(ii) be balanced;

(iii) not be misleading (directly or by implication);

(iv) not directly or by implication disparage the products or services of other companies;

(vii) not state directly or by implication that an Animal Medicine, or an active ingredient, has some special merit, quality or property over other products unless this can be substantiated
